Ok here is a link to help understand the problem i have and need help with.

Let say you want to have a div tag 20px high and you want it to go 100% width with a black backround colour in the div, to easy. The problem is it works fine at full screen when the browser is maximized. but when it is minimized and you have to width scroll bar at the bottom controlling the width it doesn't go too a 100% it leaves a unwanted gab, and i don't understand why. I hope the picture i provided help you see what i am saying. Please help me understand this. Note i have tested this in fire fox and internet explorer with the same result.
