HTML codes created in CSS?

hi,
I need help with creating my HTML code in a CSS doc. Here is how I have it but it is not working right. Can someone please tell me what I am doing wrong. i am trying to have the codes in the css doc and have it connected the HTML.doc. below is the code.
Code in my HTML doc: <p id="links">
code in my CSS doc: p #links {style="text-align: center;" }
