HTC TOUCH PRO 2 wont fn or shift when i press it while cursor is in text bar.?

For some reason i can't get the fn or shift keys to work while I'm texting. They'll turn on when ever I don't have a text field selected but whenever i do they stop functioning. How do i fix this?
