HTC Touch Diamond Charging Problem?

My HTC Touch Diamond is acting really weird. I have 3 batterys for the phone and two chargers. Yet everytime I plug one of the two Chargers (AC Outlet) my phone says its charging, but the battery itself won't charge and it stays at 1 bar out 10? What is the problem: Phone, Battery, Charger or 2 out of the 3.
 
try plugging it into a powered usb port (making sure in the settings that the phone is set to charge when plugged into a computer) and see if that will charge your phone. also, try using a bona fide htc wall charger and not a generic one.
