How would you rig a draw?

I'm trying to figure out how to rig (manipulate) a draw. Kinda like names out of a hat, or any other kind of simple draw. I already know about the bigger pieces of paper method, and the folding method, but as this is for continuous use, neither of these methods would work. Any ideas? They would all be greatly appreciated! :)
