How would you get rid of a concentrated cat urine smell outdoors in your yard

and on deck? I have had lime suggested to me and honestly I don't really know that much about lime. If you know how/why lime would work for this, please share!

This is where a cat colony has been living and it smells horrifically - outdoors! I've never encountered a cat urine smell outdoors before.

All reasonable suggestions appreciated!
