How would the police explain to a parent that their teenager has been hit by a car?

What would they say over the phone? How would they go about it?
The teenager is 14 but only had broken bones and internal bleeding - He didn't die.
Also, what level police officer would be calling? A uniform? Detective since it's a hit&run?
