how would climate change effect cyclone rate?

I assume you are referring to tropical cyclones. Hurricanes and Typhoons.

The emerging consensus is that a warming climate will lead to little change in the frequency of Atlantic Hurricanes and maybe even a reduction in their numbers. However, the storms that do form will have a greater likelihood of being more intense and produce greater rainfall.
 
A meteorologist explained it to me this way.

Extreme weather events are driven by the temperature difference between the equator and the poles. Since the poles heat or cool down faster than the equator, a warmer climate will produce fewer and less intense extreme weather events.
