How would charging car 'taxes' sort out global warming?

Yeah I get that charging taxes on cars may discourage people from driving and theoretically prevent future global warming due to less drivining.

But how will charging people taxes on cars to internalise externalities arising from cars help reverse the damage that has already been done to the globe?

I mean with the extra revenue government may invest in more efficient cars and/or 'green' fuels, which MAY prevent future high levels of co2 emissions etc etc, but how will taxes do anything to 'fix' the damage that has already been done to the globe?
