How/where do I insert CSS code into the html?

Just created my first website by using a website template. However, no template shows up on the page. Only text appears. It seems to be a CSS problem since the CSS code was saved in a separate file in Notepad. Do I just copy and paste CSS code and put into my HTML? Where does it go? Please help. First time doing this stuff. Thanks.
