How/ Where can i make flash games/ animations?

I want to make flash games and animations for free, like the ones on Addictinggames.com or Miniclip.com but i do not know anything i can use to make them. Please can anyone tell me what programs i could use? NOTE: i do not want anything that costs money and nothing that needs downloading. Thanks!
 
You have to spend a few hundred dollars/pounds on a piece of software called "Adobe Flash". Bad luck.
