How whack is it that the In-Game Phone Numbers (not cheats) in GTA IV don't work?

Rockstar slacks again...first the story...now this lol, I've seen other questions like this and the answer is "dial at different times of day" or "like in real-life you won't always get an answer"....

I've dialed many of the numbers at all times of day and still nothing!....at least there could be ridiculous answering machines like in "The Darkness"....so looks like "Saints Row" wins with the story AND the phone numbers.

*sigh* I was really looking forward to what 555-RECRUIT was gonna do.

So Agree?, Disagree?, Why?, Why Not?
