How to use a css horizontal menu over flash or other html?

Hi,
I am in a real bind. Here's the link...

here's the problem... I can't get my menu lined up correctly...
because it's in a layer, when you rollover, the menu shows up wherever based on that specific browser/monitor config.
ANYWAY. I've tried all of these flash ones, but can't seem to find one that rolls upward.
I'm open to flash, css or html. I just want it to work.
I may have to include the source code because, that (im sure) is part of the problem...
I have not been designing sites in a long time, so a lot has changed. At this point, I'd rather just throw components together and call it a day.

Honestly, I just don't have time to play with flash and make my own.
