how to unlock front tire from honda jazz scooter?

hello all i bought a beat up 1995 honda jazz its in rough shape i have ownership with it but no key i wana use it at trailer park i got motor started but cant seem to get front tire unlocked any help would be great thanks
hello again i have a honda jazz scooter it is pretty beat up i bought at flea market i have ownership i just want it to ride around farm but have one problem front tire is locked it will spin but i cant turn from right to left and way i can unlock that to i can turn right and left thanks for any info
 
maby the brake is locked up.or the bearings are frozen . take the brake off the tire to see if it spins if not then the bearing in the tire needs to be loosened and re greased
