How to turn on Bluetooth for windows vista?

My laptop has bluetooth. A dell Inspiron-e1505. I've used the bluetooth setting a few times when i first recived my laptop. and i know ive used it because I still see the last phone i connected to the laptop. I just cant remember how to turn it on... help please. I try pressing FN plus F2 but that just turns my WI-FI off and on.
