How to turn fog lights on a 1999 ford escourt zx2?

Just wondering how to turn my fog lights on a 1999 ford escourt zx2. They are the 2 lights right underneith the headlights. I live in a very very dark area of the country. I noticed alot of cars they have there botton fog lights on and i always thought they they turned on or something when i turned my lights on and i got out of the car and see if they were on and they are not. I have tired everything to see how to get them on?? please someone with a ford esourt answer they question. 1999 ford esocurt zx2.
 
Look to the right of the A/C console. On the side of the frame, there should be a button. That should be the switch. If not, try either between the shifter and the emergency brake or on the left below the steering wheel.
