how to touch up a scanned image on ps.cs3?

i drew an image and i took a picture of it and place it on my computer..
does anyone know how i can touch the lines up to make it look like its an actual picture?
i want to put it on a shirt and it has some rounded edges as well and im not sure
how to clean the image up. any help would be greatly appreciated.
