How to tell if someone blocked your number on Verizon Wireless?

Is there a way to know if your number has been blocked with both calling and texting. im trying to contact this person who has an LG ENv2. Texts are going thru as normal and when i call, the phone rings for the same amount of time that it usually does(approx. 39 seconds). The weird thing is when the voicemail used to kick on, it would say the persons name and then beep. Now the voice greeting does not say their name but i know its still their number. Did they just change their greeting? or is my number blocked? this person does not have an online Verizon account and does not know how to use computers well so adding me to a blocked list would be difficult. Also they aren't the primary account holder and doesn't even share the last name of the account holder so could they call and block my number? any help would be appreciated
