how to teach 3 1/2 child to write(alpha&no's) in a sequence?

my son can count upto 20 and say the alpha A-Z orally in a sequence. he can write capital letters and is learning to write no. upto 10 but makes mistakes while writing it in a sequence and has not fully understood the concept of counting, eg will say 4/6 pens when there are only 3. i end up getting sooooo mad and frustrated. please help! is this normal or is he lagging behind
