How to take a photo that looks matte?

It's kind of hard to explain, basically i don't mean that the paper is matte but that the skin/colors look very matte and not shiny at all. The skin basically looks completely free of any oil, and sort of blended like someone might have been wearing a lot of makeup when they're not. is it the exposure that causes this 'matte' look or is it an effect put on afterwards? (and how do you make the exposure lighter/darker?!)
