In my opinion - I have done alot of research on this topic, since I break out frequently. Pimples are hormone and bacteria related. If you are breaking out due to hormones there isn't really much you can do about it. The bacteria part...I try to keep my face clean and I have noticed that certain soaps make my face more oily....so I find a soap that drys like (Dove that has antibacterial properties in it).

The best way to stop winter break outs is to make sure your skin is moisturized good.People with acne tend to think they don't need lotion if their skin is oily.So then you get dry flakes that clog pores along with the oil.

Use a good, NON GREASY lotion twice a day in the winter. And if you notice dry flaking, you might want to use a warm washcloth once a week to gently exfoliate it off.If things still don't improve, look into a humidifier until your skin goes back to it's normal smoothness.
