How to stop harassing calls from cellphone?

My husband and I switched cellphone carriers back in February 2010. AT&T gave us our new numbers and since the day we received them, my husband has received collection calls every day asking for the person who used to have that number. My husband has repeatedly explained to these people that the number was given to him by AT&T and that the person they are looking for is not him. The company said they would remove my husband's number from their list but that did not stop unfortunately. He is still receiving calls almost every day and when my husband ask to speak to their manager, the company hangs up on him. We tried calling the number but all we get is Chase Mortgage automatic menu and we cannot proceed the call without an account number (even I pressed 0 and * to get an operator and that did not work). How can we stop these harassing calls? Thank you!

p.s. AT&T cannot do anything on their end except change his telephone number.
