How To Start A Mixed Martial Arts Tournament?

I would like to know what I would need like Insurance, License etc. to start an Amateur Mixed Martial Arts tournament in Melbourne Victoria, i know plenty of top class fighters in their prime always looking for a good bout so can anybody please tell me what i will need? & dont worry finance is no issue all thanks to the world of advertising & entrance fees along with my own wallet
