how to set up an HTML email?

My mom works at a dentist office and she wants to make an email for the people who have appointments coming up. Could anyone please explain to me how to set up an email that contains HTML, such as banners/headers, footers, and text boxes? Or if you could point me in the right direction, that would be great.
