How to set a business's advertising budget?

I've been speaking it over with the owner of the company as to what our advertising budget should be set at. I'm not entirely sure. I've heard a good rule of thumb is 8-10% of gross sales? That would put our budget at around 54-68k per year. The owner of the company is saying that my salary should be included in that figure. I don't think that is true, because that would mean we're already in the 12-15% range of gross sales. For the last two years, we haven't spent more than about 11-15k, which comes in at 1.6-3% of sales.

I need some advice on how to set an advertising budget....thanks for any remarks!
