How to sell video footage to media outlets?

Hi I am a storm chaser trying to get into selling storm (ie: tornado) footage to the media, for a little compensation for my expenses. I realize that it is extremely hard to make a living solely on selling footage but i was wondering how you would go about doing that? How would you get in touch with the media, which ones would be the best to use, general pay rates, how would you send video to them, etc..

If anybody has any experience with this and knows anything about it, your input will be greatly appreciated!
