How to run PHP? gives me a file downloader?

It gives me a filedownload, and I really want PHP to work =(
It gives me a download thing, help =(

Edit: I did make a database with PHP5 I extracted it into the apache soft ware (CONF) File, and I installed wampp and xampp and it still dun work..
My localhost is down for some reason
