How to respond to this: "It takes two to tango"?

Whenever some guy bothers me in class, my teacher always tells me to stop talking, acting like it's MY fault. Naturally, my excuse is: "It's not my fault - he's the one talking to me".. *without the kiddy voice!*

So he says: "IT TAKES TWO TO TANGO"

Erm.. *silence*.. I don't know what to say back to him as a comeback? HELP! x
