How to repaint car bumper?

Hello. I have a 2000 Volkswagen GTI, and the rear bumper has some paint that is chipping off, an some scratches on it. I was wondering if there was any tips or advice on painting the plastic, as I heard it was tricky. I am not sure if I am gonna repaint the whole bumper, because I heard you can feather out the paint to blend it. I am not going for show quality results, just better than letting it keep chipping. The car has been repainted once since it was new if that matters.
 
You can get custom matched spray paint for your car online. You need to use a flexible urethane primer to help prevent paint cracking and chipping.
