How to remove the Governor off a 1992 Mazda Protege?

Ok I have just recently bought a 1992 Mazda, And I am wondering how to remove the Governor. I know its against the law to remove them, But it ain't like a cops gonna pull you over, Take apart your car and search for a Governor lol. Thanks for reading. Also I dont know for sure because the car is in the shop, I don't even know if it has one, But it should. But I don't know if its a XL or a DX. Thank you
