How to put flash on top of an image on Dreamweaver?

I have an image that I'm using; it serves as a background image. How do I put my flash banner on top of that image? When I drag it, it doesn't seem to be doing the trick, so is there a way I can merge the image and the flash together so that the flash banner that I have is on top of the image?
