How to put fish into my RES tank/anyother tank without spazzing and acting weird?

About two months ago, I have tried putting minnows into my RES turtle's tank, so my RES could eat them . The weird thing was, the minnows started swimming rapidly and then slowing down . They then started swimming sideways and on their backs . They also hit there heads on the bottom of the tank and then died . Only one lived, but soon died after I changed the tank a the next day .
What caused this and how do I put minnows into the tank without them doing that ???
Was it because I used tap/sink water ?
 
if it was tap/sink water then yes thats the reason. The clorine burns their gills and they can't breath. Get some PRIME. Other than that, they will spazz a little bit due to the turtle chasing them.
