How to prevent grass from growing in garden patch?

My backyard is huge. Most of it is covered in turf. However, towards the side, the sprinklers do not reach the grass, so the grass in that area is dry. This October, I staked and roped off a rectangular patch in this "dry grass area". I am planning to use this patch as a vegetable patch once spring begins.

In the meantime, I am beginning to condition the soil so that it is ready in the spring. I used a hoe and agitated the top layer of soil with a hoe. However, I did not remove the dead grass. Instead it was thoroughly separately (from large clumps) and mixed in pretty well with the top layer of soil with the hoe.

With recent rain, the grass has begun to re-sprout. Its not coming back from the dry chunks, but it seems to literally be re-sprouting in the soil.

How do I prevent this from happening? I do not want grass to grow in the patch that will be used for veggies and fruit.
