How to port Games from one system to another?

I want to port a couple games I have from my Windows PC to my wii (as homebrew).
First off: Is this illegal?
Second: If not then where should I start.
Third: If this isnt possable or very difficult, how should i go about porting a PC emulator to my wii? and what one should i use?
