how to play sega saturn ROM on computer?

i downloaded a rom for command and conquer on sega saturn, which is a rar file, whatever that is....how do i play it on my computer? i no longer have the original game discs... i managed to play downloaded n64 and gameboy games no problem, how do i do the same for saturn? i can seem to work out how to use any of the emulators i tried.
