How to paint wheels properly ?

i need to know how to paint wheels properly. everyone that i talk to has there own way to paint wheels and i just want to know which way is the best to paint aluminum wheels from a scion tc. i want to paint it white. i have everything that i need to use to paint wheels but i also want to know if its ok to use a wire cup brush to sand the wheel down then sand it by hand because i want the paint to last for a while, it will be used in winter as well.
