How to paint my bedroom?

In my room i have that horrible bumpy wallpaper (see pic) and I want to strip it off and paint my room, would I need to plaster it or can I use something over the wallpaper like smoothover to create a flat painted surface (as this is a old house it doesnt have even walls.
