CSS and HTML go together. CSS is used to define "styles" that your HTML can use. Most professional websites use CSS along with the HTML.

Javascript is also used in conjunction with HTML to make a web page a bit more interactive and responsive to user input.

It has been ever so long since I used Dreamweaver, but if I remember correctly, it actually generates HTML and allows you to edit that HTML, does it not?

Your brother may have made a website in 10 minutes using Dreamweaver, but it wasn't professional quality. Many professionals do use it, but they will spend alot more than 10 minutes making one.

A simple webpage that says basically, "Hi, this is my webpage. Aren't you impressed that I'm so cool," is very easy to make and you're right, only an idiot would hire a professional to make it. And most professionals would consider the job beneath them.

Making a webpage that allows customers to browse your inventory, place orders, make payments on accounts, set up appointments, file complaints, etc., is a bit more involved. For that, you hire a professional. He may or may not use Dreamweaver, but he will need more than 10 minutes.
