How to make images bigger on GIMP 2.6?

So you see the dotted line, when I zoom in, it will be just like that, only bigger, and if I want to draw on top of the picture (like wayyyy up top), it won't let me go farther than the dotted line. How can I draw on top of the dotted line or resize the picture (not the canvas)? If I zoom in, the distance between the dotted line is still the same so I still cannot draw on top of it! Help, thanks
