How to make a wind powered toy car go under 6 seconds?

These are our materials:
One plastic car
Tissue paper
Folder paper
Construction paper
Popsicle sticks
Bendy straws
Sturdy straws
The idea is to make a car that when blown by a fan, can ideally race to the finish under 6 seconds. Any design ideas on how to make this thing go really fast?
