How to make a language patch for a psp game?

I would like to know how to make a language patch for a psp game. I know it can be done because there has been language patches done (1 I know of is monster hunter portable G) If anyone could tell me how I would go around in doing this, like what programs I would need etc. Please and Thank you in advance
