How to make a flash portal website?

Im interested in making a flash portal website. where anyone can upload there flash creations, and people can view it and rate it.
I want it to look like Newgrounds.com
I already have a domain name a server host, and adobe dreamweaver.
So with all of those elements can you tell me how to make it free or as cheap as possible?
 
Well, it sounds like you have no idea what you're doing. If that's the case, Yahoo Answers isn't going to help you.

A site like Newgrounds costs tens of thousands of dollars to host every month. Even if you could build a site just as good as Newgrounds, why would anyone want to switch?
