How to make a flash animation?

So me and my friend are doing a video project and in the video (for school) It's 2 girls (me and my friend) in a news cast talking, and it shows a tracker of some villian, (a bleeping circle thing moving slowly on the map across rome) so I know some greenscreen software where i could insert it, but where can I make this animation?
Plus it has to be free, if possible online with no downloads?? And I can download my little tracker as .Avi file?
