you can buy 4 x 4 x 8-12' long pressure treated wood and level the wood stacking them for the borders. then fill in with dirt, in other words level the frame then fill in
If you want to create a flat space on a slope, there's no way to do so without terracing. You either have to cut the top part of the slope and move it to the bottom, with a retaining board or wall, or cut into the slope above and remove the soil to create a flat space, but either way, you're terracing. No way around it on a slope.
