How to keep the dogs out of the flower garden?

My mom likes to plant flowers infront of the house!So..it will look nice..and b/c she enjoys planting them!!We live out in the country and we have 3 Labs and we dont keep them in a cage b/c they just break the locks..So we let them run free in the yard as guard dogs i guess!!But anyways They keep getting in the flowers and digging holes and laying in them and mom screams and hollers but they dont listen they just keep getting in the flowers!!She has tried alot of things like puting pepper spray and stuff but it dont work that well!!Im tired of hearing her Gripe can anyone help me!!??
 
First of all, next time you get a dog, train it better than your first ones. Now on your problem, you could not train now the dogs since they're old (You could but as they say, its hard to teach old dogs new tricks) What you can only do is either get a leash or a cage, or the other way (but is worse), give the dogs. I think you should solve the problem as early as now, because later your Mum might do a 'way' to protect her garden.
