how to keep my dogs from whining in the laundry room tonight?

i have two outside dogs that used to live inside a chihuahua/dachshund mix and a coon dog. the chihuahua mix (dottie) has stayed inside all day and night with no problems. shes in heat and i don't want her getting pregnant through the fence *they can do that ive seen it). Anyways the bottom line is im gonna put them in the laundry room in about 5mins in case the crap or something.how do i keep them from crying tonight. my dad said if they whine or pee in the house they have to live outside and cant come back inside ever again!!! when they used to live inside they slept on the couch and whined to go out but never did anything. answer this too if they live outside so long can they become unpotty trained
 
The only suggestion I have for you is to get up before your parents do and make sure there are no messes. As for the others I cannot help you I have only had inside dogs.
