How to keep my computer silent? (Hard Drive Shutoff)?

I want my computer to be completely silent when it is sitting there and not doing anything. I can already get the fan to shut off by just leaving it there but the hard drive still cycles on and off even if I am not doing anything. How do I make the hard drive stay off if I'm not doing anything, until I do something again?
