how to issue your own financial card?

do you have to be a bank or financial institution to issue cards. like i see you can be a TPA with visa but your third party. is there any other way instead of TPA. more or less who can issue financial cards legally. And what kind of software and hardware is needed to
issue cards and maintain client accounts etc.
