How to insert a html page into a email body?

I have developed a simple one page advertisement using Photoshop. I have menu items within this image that I would like to place hotspots on to different links. If i convert the image to a HTML page, how can I insert the same into email body? Say on GMAIL? For example, see the newsletters and ads that you receive from Godiva Chocolates Inc.
