How to improve handling on the street? Would putting smaller tires on my lifted Jeep change street driving?

I have a 93 Jeep cherokee XJ with a 6.5 suspension lift and currently running 35" tires, and i want to drive it from WA to AZ and was wondering how much of a difference smaller tires like 30" or 31" would make in the street performance? As it is its kind of a pain to drive on the highway, any tips? Thanks
